The "Command Staff" is made up of the Chief of Police and Division Supervisors. Members of the staff individually perform as Executive Duty Officer (E.D.O.) on weekends and holidays. Chief David Carpenter, Capt. Scott Taylor, Capt. Daniel Bell, Lt. Judson Beedy, Lt. Kenny Hempfleng, and Lt. Alaric Yelding make up the Command Staff.
Administrative and technical support is provided by Administrative Assistant Tracy Bishop.
Field Operations is broken down into two sections; Patrol Division and Detective Division and is headed by Capt. Daniel Bell.
This division also has two Administrative Technicians, Glenda Gardner and Tessa Allen , assigned to them to provide administrative and technical support.
Detectives:
The Detective Division is broken into four sections; Detectives/Internal Affairs, DARE/SRO, Code Enforcement and Warrants.
The Detective Division investigates and collects evidence on all felony offenses against persons or property, cases involving narcotics, crimes committed by juveniles, and serious misdemeanor offenses. The detectives are: Sergeant Brian Gulsby, Corporal Jason Vannoy, Detective James Mathews, Detective Joe Sullivan , Detective Toby Pearce, Detective Jim Rivers, and Detective Mike Gorum. Detectives also receive its authority directly from the Chief of Police to investigate allegations of police misconduct with the overall objective of protecting the public, the department, and its officers, otherwise known as Internal Affairs.
Administrative and technical support is provided by Administrative Secretary Kristie Green.
Code Enforcement Officer Lonnie Jones is responsible for enforcing the laws that prohibit the existence of conditions deemed to be a hazard to public health, safety and welfare.
D.A.R.E. /S.R.O.: The D.A.R.E. Program, which was started in the Fall of 1991, is taught presently by Sgt. Robin Snider. Sgt. Snider works with students, ranging from kindergarten to 12th grade, teaching them to resist drugs and violence, and equipping them with skills to become good role models in their communities.
The S.R.O. Program was added in 2002 with Sgt. Snider and Officer Dejuan Jackson as Daphne's School Resource Officers. This program involves a teamwork approach between the school system and Daphne Police Department ensuring a safe school environment where teachers feel safe to teach and students feel safe to learn. The S.R.O.'s are role models for the school students and serve as policemen by patrolling the school campuses, as well as counselors and teachers.
Warrants:
Warrants, the filing and execution of arrest warrants issued by Daphne's municipal court, are administered by Warrant Officer, Corporal Donald Bettner. The Warrants position was created in 1996 and has been a tremendous asset to the department.
* CORRECTIONS
Corrections has 10 certified correction officers. Don Bell serves as the Chief Corrections Officer. The Corrections Center is one of the largest municipal jails in the state. This "state of the art" Corrections Center can hold 44 sentenced prisoners and another 20-30 arrestees in front holding cells. Our jail also offers GED classes and Alcoholics Anonymous (A.A.) meetings to our inmates. Corrections currently holds arrestees for Spanish Fort Police Department, Baldwin County Sheriff's Office, the State Troopers, and U.S. Marshals, in addition to the arrestees Daphne Police Department brings in. All recruit corrections officers must attend an extensive Field Training Officer (F.T.O. Program) for 9 weeks.
* COMMUNICATIONS
Communications presently has 10 communication officers and is supervised by Chief Communications Officer Bari Chrestman. All recruit communication officers must attend the FTO Program for 9 weeks as well.
